Found Human Remains – Identification January 5, 2018
On January 7, 2016, Cecil County Sheriff’s Office deputies responded to an area near West Chestnut Hill Road and Iron Hill Road Elkton in reference to possible found human remains. Deputies were notified of the remains by a Cecil County roads crew working in the area. The remains were located a short distance from the roadway. Cecil County Sheriff’s Office investigators have been working with the Office of the Chief Medical Examiner (OCME) in Baltimore, Maryland concerning the investigation. The Office of the Chief Medical Examiner confirmed that the located bones were human remains.
Cecil County Sheriff’s Office investigators were assisted by the University of North Texas Center for Human Identification in Fort Worth, Texas in establishing the identity of the deceased. Through DNA testing and other specific identifiers, the identity of the deceased was established. The deceased was identified as Dorothy Dianne Stokes (white female, born in 1962). Investigators were able to make contact with two daughters of Ms. Stokes, who reside in Arkansas. Investigators learned that their last contact with the deceased was in 2010. The daughters advised that the deceased was receiving treatment in a medical facility in Maryland.
